An applicant qualifies for an FBI Name Check if two sequential fingerprint submissions were rejected for image quality (also known as illegible). At least one (of the two rejections) needs to have the error code of L0008 returned with the FBI response with the following message: “The quality of the characteristics is too low to be used. Candidate(s) were found. Please resubmit a new set of fingerprints for comparison to the candidate(s).”
To initiate the FBI Name Check process, the Authorized Recipient (AR) must send a written request to their FBI point of contact (POC). The written request should only include the candidate’s full legal name and the two response TCNs. Please do not include any other PII or any information from the FBI response. Doing so could create a CJI security incident.

<FIRM/ENTITY> requests Sterling to conduct a Name Check for <candidate’s full legal name>. The candidate has been rejected twice due to illegibility for fingerprint-based searches. The candidate is eligible for the name check search based on the rejection code(s). The Response TCNs are:

- <Response TCN 2>
Sterling (as the FBI Channeler) can also facilitate the Name Check process. The same written request must be sent by the Authorized Recipient of your organization to Sterling’s FBI liaison (contact information will be given upon request). Sterling will forward your request to our FBI POC. Your AR and alternatively AR Security Officer (ARSO) will be copied on the request. When the FBI responds with the Name Check search, the results will be automatically disseminated to the AR and/or ARSO.
